RBI limits withdrawls, transactions from third party ATMs


Apex bank has sent a communication in this regard to Indian Banks` Association (IBA) and this is expected to be implemented shortly

The Reserve Bank of India (RBI) has put a cap on the amount one can withdraw from another bank's ATM while also restricting the number of such transactions in a month.
Banks had told the central bank to alter the rule, as massive third-party usage and small-ticket withdrawals by customers was putting a financial strain on their infrastructure. The Indian Banks' Association (IBA) had submitted its recommendations last month.
So from October onwards, one can only withdraw as much as Rs10,000 every time one uses another bank's ATM. In addition, one can do so only five times a month. For more than five third-party transactions in a month, one has to pay Rs 20 per transaction. However, there will be no such limit when a cardholder is using his/her own ATMs.
The RBI had allowed free usage of ATMs across the country from April 1. Currently, around 40,000 ATMs are operated by about 80 banks in the country.

India's hidden hand behind Lanka's victory over LTTE – Book reveals

Although in the initial days he was advised to seek a negotiated settlement with the Tamil Tigers, New Delhi saw merit in Sri Lankan President Mahinda Rajapakse's argument that the LTTE was only biding its time to regroup and rearm itself and that war was inevitable sooner than later, says 'Sri Lanka, From War to Peace', by journalist Nitin Gokhale.
Defence and Strategic Affairs Editor with NDTV, Gokhale covered the 33-month Eelam War in Sri Lanka.
The Mi-17s that India 'quietly gifted' to Lanka were in addition to a Sukanya class offshore patrol vessel also gifted by the Indian Coast Guard to the Sri Lankan Navy in 2002. The choppers played a major role in several daring missions launched by the Sri Lankan Air Force to rescue the army's deep penetration units and injured soldiers from deep inside LTTE-held territory, the book says. Hampered by domestic compulsion, New Delhi could not go beyond such meagre and clandestine transfer of military hardware. Publicly all India was willing to acknowledge was the supply of low-flying detection "Indra" radars to the Sri Lankan Air Force since this equipment was considered a defensive apparatus," the author says.
Gokhale quotes senior Sri Lankan army officers saying that thanks to the Mi-17s, the soldiers operating behind enemy lines functioned with a greater degree of confidence since they knew these choppers were always at hand to come to their rescue whenever necessary. This surely was the key factor in our Special Forces delivering spectacular results.
Not wanting to annoy its Tamil Nadu allies like the DMK unnecessarily, New Delhi had a 'politically most important message' conveyed to Colombo to try and conclude the war against the LTTE (called Eelam War IV) before the summer of 2009 when India was expected to hold the general elections, Gokhale says.
"The Rajapakse regime was nothing if not shrewd". Aware of dynamics that determined India's Lankan policies, it was also conscious of India's anxiety in losing strategic space in Sri Lanka. The Rajapakse brothers were pragmatic enough to realize that Lanka needed India's support in war against the LTTE, total support from China and Pakistan notwithstanding". Colombo could ignore India but only upto a point, the author says.
So Mahinda Rajapakse hit upon an idea of an informal exchange mechanism between New Delhi and Colombo. He nominated both his brothers - Basil (MP and Presidential advisor) and Gotabaya, the Defence Secretary along with his own secretary Lalith Weeratunga.
India too reciprocated immediately. The Indian team comprised National Security Advisor M K Narayanan, Foreign Secretary Shiv Shankar Menon and Defence Secretary Vijay Singh. Colombo may have been ambivalent about meeting Indian requests to end the operations before the general elections but the Sri Lankan leadership once again gratefully acknowledged the Indian Navy's contribution in locating and destroying at least 10 'floating warehouses' owned by the LTTE that were used by the Tigers to store arms, ammunition and even armoured personnel carriers. Well-coordinated operations by the two navies between 2006 and 2009 actually broke the backbone of the Sea Tigers, Gokhale says.
Also, under an agreement between the two countries, the Indian Navy and the Coast Guard frequently sent out ships to patrol the Palk Strait and the Gulf of Mannar. Presence of warships and Indian patrol vessels acted as firm deterrence against the Sea Tigers, the book says.
The book also notes the transformation of the Sri Lankan Air Force and Navy into lethal forces that played vital roles in victory over the LTTE. "The Sri Lankan Air Force had indeed come a long way from its inglorious days in the 1990s when it lost three aircraft to the LTTE's ground fire in the assault on Jaffna".

Your Unique ID number may become mobile number too



The phenomenal growth of mobile subscribers in the country is forcing the government to think whether its proposed Unique Identity Number (UID) could be converted into mobile number.

With the fast exhausting current 10-digit mobile numbers, C-DOT, a research and development organisation of the telecom sector, is studying if the Unique Identity Number (UID) could be used as mobile number.

The identity number could be the one to be issued by the government for every citizen of the country and for which an UID Authority has been set up under the leadership of IT honcho Nandan Nilekani.

As over one crore mobile subscribers are being added every month and the all India mobile subscribers base crossing the 44 crore mark, the current 10 digit is likely to exhaust very soon.

The present numbering plan was framed in 2003 to serve estimated 75 crore subscribers until 2030. However, the rapid growth in Indian telecom sector is likely to reach 75 crore mobile users much before that period. Reworking the present numbering system means that cell phone numbers could go beyond the usual 10 digit.

The Department of Telecom (DoT) is planning to come up with 11-12 digit number, but doubts are raised whether this step will contain the demand.

“What we have thought is why not have one unique number associated with the person like the social security number in US or the UID. So that unique number we can use for the purpose of mobile communications also,” C-DOT Executive Director P V Acharya said.

The project is still at a very nascent stage and no funding has been decided yet for the project. C-DOT has started the study project in May and is likely to come up with some conclusion within a year. The government is hoping to rework the current numbering plan and is already debating with the telecom regulator Telecom Regulatory Authority of India (TRAI) whether 11-12 digit numbers could be offered. However, the cost and technology is a major consideration here.

Recently the President of Nadigar Sangam Sarathkumar had made a request to Tamil Nadu CM Kalaignar Karunanidhi, to rename Eldams road as Dr. Kalaignani Kamal Haasan Road. Directors Murugadoss, Mysskin also addressed the press meet and insisted to rename Eldams Road, where Kamal's office is located.

India's technical education best in world: Hillary

Lauding India's technical education system, US Secretary of State Hillary Clinton believes the country is one of the best in this field, though it faces a challenge of providing adequate primary education to millions of children. "You can look at the very best in Indian education, and it's the best in the world. You can look at the technical education and it is to be envied. It is so effective," Clinton said in response to a question which was texted to her during her recent trip to India.

Answers by the top US diplomat to select questions have now been posted on the State Department's website. Clinton said millions of children in India, however, don't have adequate primary education or secondary education or, certainly, college education.

"India faces the challenge of so many people to serve in very rural areas, often without adequate infrastructure, so you have to come to grips with how you actually produce the schools that are needed, the teachers who will be dedicated, the curriculum and materials that are required," she said.

"It is truly up to all of us — families, governments, businesses, educational institutions — to do everything we can to give every child a chance to grow up and fulfill his or her God-given potential," Clinton said. Referring to her trip to Mumbai last month where she discussed education with volunteers from Teach India and Teach for India, Clinton said their passion for service lit up their faces as they talked about the importance of giving every Indian child the chance for an excellent education.

"The underpinning of global progress is education across the entire spectrum, from early schooling to the advanced research and post-graduate work," she said.

Nokia to Offer Phone Installments in India

Nokia Corp. said it is looking to make handsets more accessible and affordable in India, the world's fastest-growing and second-largest telecommunications market.

Nokia's Indian unit plans to sell handsets in some rural areas under a program that allows the purchasers to pay in installments, the Finnish company's chief executive, Olli-Pekka Kallasvuo, said Wednesday.

Nokia expects about 500 million cellphone users in India by 2010, up from 427 million now.
"There is a lot of opportunity here [in India], and we need to make mobility more accessible to all people, including those in rural areas, which is the next frontier to be conquered," Mr. Kallasvuo said.

The company has more than half the share of India's mobile handset market, according to analysts. Nokia said it plans to roll out the installment plan to sell its handsets in 12 Indian states after a pilot program covering more than 2,500 villages in the southern states of Andhra Pradesh and Karnataka.

Under the pilot program, a microfinance organization bought handsets from Nokia and sold them to women in rural areas by charging them 100 rupees, or about $2, in weekly installments for as long as 25 weeks.

Nokia expects about 500 million mobile-phone users in India by 2010, up from 427 million now, Mr. Kallasvuo said.

"We believe that much of this growth will take place in non-urban markets and rural penetration in India is still very low at 13%," Nokia said in a statement.

ISRO is well known amongst space faring nations for its world-leading

Bhuvan showcases Indian images by the

surface, allowing users to visually see things like cities and
important places of interest looking perpendicularly down or at an
oblique angle, with different perspectives and can navigate through 3D
viewing environment. The degree of resolution showcased is based on the
points of interest and popularity, but most of the Indian terrain is
covered upto at least 5.8 meters of resolution with the least spatial
resolution being 55 meters from AWifs Sensor. With such rich content,
Bhuvan opens the door to graphic visualisation of digital geospatial
India allowing individuals to experience the fully interactive terrain
viewing capabilities.


Multi-resolution images from multi-sensor IRS satellites of India is
seamlessly depicted through the Bhuvan web portal by enabling a common
man to zoom into specific area of interest at high resolution. Bhuvan
brings a whole lot of uniqueness in understanding our own natural
resources whilst presenting beautiful images and thematic vectors
generated from varieties of geospatial information. Bhuvan will also
attempt to bring out the importance of multi-temporal data and to
highlight the changes taking place to our natural resources, which will

What is Bhuvan?

Bhuvan is a geoportal that provides medium to high resolution satellite
imagery of virtually the entire India over the internet. You can "fly"
around using mouse and keyboard on a simple desktop computer with
virtual globe in front draped with IRS images over Indian region. Many
other features are built in, including 3D terrain and information on
many thematic data.


What can Bhuvan do for me?

Bhuvan is a free web based image portal. Most Image visualization
programs are very expensive and complex. Bhuvan provides a fast and
friendly way to look at IRS satellite data and thematic information in
geographic context, which is invaluable for management, planning and
visualization. Additionally, Bhuvan makes it easy to share digital data
between people and computers anytime, anywhere. Over a period
of time a lot more unique functionalities will be added into this tool
to address common man’s problems, particularly in the rural
setup of India and addressing natural resources management issues.


What do I require to run Bhuvan on my Machine?

You require the Bhuvan Plug-in which can be downloaded from the Bhuvan
website after registration and you will also need DirectX9 or higher
version (www.microsoft.com/windows/directx/) for installing the
plug-in. Please note that the Bhuvan Plug-in can be installed with
administrative privileges only.


How do I use Bhuvan?

When you first open Bhuvan website, You will land on the index page
which gives you information on Bhuvan and this page also allows you to
register for using the Bhuvan. Once you successfully register, you will
land on the Bhuvan 3D client page. Here, there are three primary areas
of the program that you'll be using. The main window shows a globe, and
you can navigate around with your mouse or use the Heads-Up Display
(HUD) option available on the right top corner. Double right click to
zoom in, and double left click to zoom out (or use your mousewheel).
Right click, hold, and drag to pan. The second area is at the upper
right of the main window. When you move your mouse over the navigation
compass, it give you more movement options such as rotate and tilt
(which you can also do with your mouse). The third area is to the left
of the main window. This frame includes a fly to location and fly to
important places option. On the top of the globe are the menu options
for layers, 2D and 3D drawing, measurement tools, snapshot tools etc.
When you select any of these options, you see the context options on
the left plane where you can make appropriate choices that you can turn
on to make visible in the main windows such as roads, 3D terrain, and
more.


Can I use Bhuvan if I don't have a fast internet connection?

Yes. Bhuvan is designed to be as bandwidth-friendly as possible.
However, it is dependent on continuously downloading a large amount of
imagery. Consequently, the faster your connection, the better the
program will perform. If you have a slow connection, Bhuvan will
download imagery correspondingly slowly, but it will (eventually)
download everything at the maximum available resolution.
Depending on the number of concurrent users on over servers and the
kind of bandwidth at client end the ultimate speed of visualisation
will be decided. This is a beta release, however with more
learnings we will be able to make things more comfortable for all types
of users.


Can I use Bhuvan if I'm not connected to the internet?

No. You will have to be connected to Internet for using Bhuvan.


How current is the imagery in Bhuvan?

Bhuvan portal does NOT display data in real-time. The images you see
are a combination of satellite imagery from various IRS sensors taken
(generally) sometime within the last three years during different
seasons. Bhuvan, on release, contains IRS satellite images from OCM,
AWifs, LISS 3, and LISS 4 sensor images and will be added with more
data from time to time. Bhuvan is constantly updating its database to
use more recent and higher resolution images. You can explore the
metadata content to determine when exactly a specific area was imaged,
but you may be able to use landmarks to generalize a date range if you
are familiar with the area.


How do I bookmark a place in Bhuvan?

Zoom to the location that you'd like to bookmark (placemark, more
accurately), use the draw tool to place an icon. After you
save the placemark, it will stay in the frame to the left of the main
window, and double clicking on it will zoom you to that position.


Can I add my own data into Bhuvan?

No. In the current version, you will not be able to add your own data


Do I have to register to use Bhuvan?

Yes. It is mandatory to register to use Bhuvan.


How much does Bhuvan cost?

The basic version of Bhuvan is free. Once you register and you login,
you will be asked to download the Bhuvan plug-in. Accept the

CV, Resume and Bio Data: Details and differences

Difference among CV,  Resume and Bio Data

People use the words RESUME, C.V., and BIO-DATA interchangeably for the
document highlighting skills, education, and experience that a
candidate submits when applying for a job. On the surface level, all
the three mean the same. However, there are intricate differences.



RESUME

Resume Is a French word meaning "summary", and true to the word meaning, signifies
a summary of one's employment, education, and other skills, used in
applying for a new position. A resume seldom exceeds one side of an A4
sheet, and at the most two sides. They do not list out all the
education and qualifications, but only highlight specific skills
customized to target the job profile in question.

A resume is usually broken into bullets and written in the third person
to appear objective and formal. A good resume starts with a brief
Summary of Qualifications, followed by Areas of Strength or Industry
Expertise in keywords, followed by Professional Experience in reverse
chronological order. Focus is on the most recent experiences, and prior
experiences summarized. The content aims at providing the reader a
balance of responsibilities and accomplishments for each position.
After Work experience come Professional Affiliations, Computer Skills,
and Education


C.V CURRICULUM VITAE

C.V Is a Latin word meaning "course of life". Curriculum Vitae (C.V.) is
therefore a regular or particular course of study pertaining to
education and life. A C.V. is more detailed than a resume, usually 2 to
3 pages, but can run even longer as per the requirement. A C.V.
generally lists out every skills, jobs, degrees, and professional
affiliations the applicant has acquired, usually in chronological
order. A C.V. displays general talent rather than specific skills for
any specific positions.







BIO DATA

Bio Data the short form for Biographical Data, is the old-fashioned terminology
for Resume or C.V. The emphasis in a bio data is on personal
particulars like date of birth, religion, sex, race, nationality,
residence, martial status, and the like. Next comes a chronological
listing of education and experience. The things normally found in a
resume, that is specific skills for the job in question comes last, and
are seldom included. Bio-data also includes applications made in
specified formats as required by the company.

A resume is ideally suited when applying for middle and senior
level positions, where experience and specific skills rather than
education is important. A C.V., on the other hand is the preferred
option for fresh graduates, people looking for a career change, and
those applying for academic positions. The term bio-data is mostly used
in India while applying to government jobs, or when applying for
research grants and other situations where one has to submit
descriptive essays.

Resumes present a summary of highlights and allow the
prospective employer to scan through the document visually or
electronically, to see if your skills match their available positions.
A good resume can do that very effectively, while a C.V. cannot. A
bio-data could still perform this role, especially if the format
happens to be the one recommended by the employer. Personal information
such as age, sex, religion and others, and hobbies are never mentioned
in a resume. Many people include such particulars in the C.V. However,
this is neither required nor considered in the US market. A Bio-data,
on the other hand always include such personal particulars.


TN has 4 crore mobile subscribers, second among states after Maharashtra

In obvious signs of growing
teledensity in Tamil Nadu and the involvement of technology in everyday
life, every second person in the
state now owns a mobile phone connection and about 65% of the
population has a telephone connection.





As per data available with the Telecom Regulatory Authority of India
(TRAI), Tamil Nadu had more than four crore mobile subscribers by June
this year. As of June 2009, the Tamil Nadu circle (which excludes
Chennai) had 3.03 crore mobile subscribers while Chennai circle had
96.51 lakh subscribers. The number of landline phones in Tamil Nadu
circle stood at 22.24 lakh, falling from 22.36 lakh in May 2009, while
for the Chennai circle, the number was 14.10 lakh in June
2009.

This takes the total number
of phone connections in the state to about 4.36 crore, while the
state's projected population at the end of 2009 is 6.65 crore.




What is interesting is the fact that the two new entrants, MTS and Idea
Cellular, have managed to add 1,21,985 subscribers within a single
month between May 2009 and June 2009 in both the circles. Already,
Chennai has the highest teledensity in the country at 131% (131
connections for every 100 persons). While MTS added 63,525 customers
during the one-month period, Idea which launched operations in May
added 58,460 customers.






Tamil Nadu, including Chennai circle, stands at the number two position
among states in terms of number of mobile phone subscribers at four
crore. Maharashtra (including Mumbai circle) has 5.3 crore subscribers,
while Andhra Pradesh has 3.3 crore subscribers.
What could explain this high number of subscribers in the state is that
many people have multiple phone connections. "In a city like Chennai,
people use two numbers. They have dual SIM cards for official and
personal use. So that could explain such large numbers vis-a-vis the
population," M Srinivas, senior vice president- Tamil Nadu and Chennai,
Idea Cellular, told The Times of India.
Srinivasa Rao Saripalli, CEO- TN and Kerala, MTS also agrees with the
view. "If you count absolute teledensity, there could be multiple
connections in a household. But then, people here are more receptive to
new products.





They are looking at better network coverage, tariffs and quality of
service."
What's more, industry experts see the upward trend continuing for a
while. "There are still towns and areas that have not yet been
penetrated. There is still so much potential for mobile services to
reach in Tamil Nadu," Srinivas of Idea said.
Interestingly, of the eight operators in the stateBSNL, Aircel,
Reliance, Airtel, Vodafone, Tata Teleservices, MTS and Idea Cellular,
only Tata Teleservices lost subscribers between May and June. While it
lost 5,454 subscribers in the Chennai circle, 11,753 customers went out
of its network in the Tamil Nadu circle.
